Clean-air requirements for licensed taxis

Tackling poor air quality is one of the drivers behind new draft guidelines on how taxis will be licensed by East Herts Council from next year.

Previously a vehicle had to meet certain age requirements before a licence was granted, but now it will also have to meet emissions rules if the draft policy is agreed. Before the changes come into force, the council is holding an eight-week public consultation from Nov 19-Jan 11.

During the consultation the council will write to all its licence holders to canvas their opinions.

Health effects

Graham McAndrew, executive member for environment and the public space, said: "Tackling poor air quality is becoming increasingly important as we all become more aware of how much it affects our health, so I'm pleased that East Herts is taking a lead by setting out these requirements."

"Licensed vehicles can significantly contribute to poor air quality because the ranks are in our town centres and lot of their daily work is short urban journeys which create more emissions."

The draft policy requires that a vehicle must be no more than five years old at first application. Older vehicles can be considered if they meet an extensive list of conditions. 

The draft policy also requires that at first application a vehicle must meet or exceed Euro 5 emissions standards - and from 2020, Euro 6 emissions. Requirements for vehicles seeking a licence renewal have also been amended.

The new policy is also seeking to encourage taxi drivers to test or switch to electric vehicles.
