Grange Paddocks and Hartham Leisure Centres

East Herts Council is investing £33m to improve its leisure centres in Hertford and Bishop's Stortford.

About the redevelopment

The plans involve two major investments in the leisure centres in Bishop's Stortford and Hertford:

  • New build of Grange Paddocks
  • Extension and redevelopment of Hartham Leisure Centre

In July 2017, the Council approved capital funding of circa £29 million for the redevelopment at Grange Paddocks and Hartham.

In July 2019, the Council approved an additional circa £2.5 million for the redevelopments, plus up to an additional £1 million to provide extra sustainable energy features at both facilities.

These projects support the Council's vision for leisure across East Herts by providing attractive facilities available to the whole community and contributing to the health and wellbeing objectives of the Council.

Grange Paddocks Leisure Centre

The new-build at Grange Paddocks will be constructed on the same site, to the South of the existing leisure centre. The existing centre will remain open during construction and will be  demolished once the new leisure centre is open. The new centre will also include external works such as the relocation of existing pitches, creation of a new 3G pitch, new hard and soft landscaping and an external seating area.

This exciting new facility will provide the following facilities:

Dry side

  • Reception/foyer area
  • Servery
  • Café & seating area
  • Multi-purpose room
  • 2 studios
  • Fitness suite for approximately 130 stations
  • Self-contained football changing facilities
  • Dry changing facilities

Wet side

  • 25m 8 lane competition main pool
  • 20m teaching pool with moveable floor
  • Confidence pool with interactive water play features
  • Village change facilities for pool customers
  • Spectator seating for 200+ seats

A planning application has been submitted to East Herts Planning Service for Grange Paddocks Leisure Centre. The plans can be viewed online  and the application is open for public consultation through the planning portal.

The 3G pitch planning application will be submitted in autumn 2019.

Prior to submitting the planning applications, public consultation sessions took place and  were held at Launchpad in Bishop's Stortford

The community were able to provide feedback on the proposals for two weeks between 12th June and 25th June 2019. The feedback has been reviewed and the plans have been submitted as part of a planning submission. As part of the planning process, there will be a public consultation opportunity, where  you will be able to provide further comment on the plans.

Hartham Leisure Centre

In parallel to the new build development at Grange Paddocks, there is also the extension and refurbishment of Hartham Leisure Centre. This aims to enhance the existing facilities at Hartham, as well as provide additional leisure activities for the local community. The new extension is proposed on the footprint of the existing reception area in order to minimise the visual and ecological impact of the new building.

Key elements of the plans for the site will include:

Dry side

  • Reception/foyer
  • Café & seating area
  • Soft play facility
  • 3 studios
  • Refurbished and new dry changing facilities
  • Fitness suite for approximately 130 stations 

Wet side

  • Improvements to the pool hall and surrounds
  • Improvements to village change facilities for pool customers

The plans are being developed and it is expected that a planning application will be submitted for in early September 2019.  

Prior to submitting the planning applications, there were public consultation sessions held at Hertford Theatre in Hertford.

Visitors were able to provide feedback on the proposals during a two week period from 25th June to 9th July 2019. The feedback is being reviewed and the plans are being finalised for a planning submission. As part of the planning process there will be a public consultation process, and you will be able to comment on the plans and the scheme again.

About the Contractor

The Council has procured a contractor to deliver the design and build of the leisure centres, and this has contract has been awarded to Willmott Dixon Construction through the Procurement Hub Major Projects Framework. Wilmott Dixon has assembled a project team to support them in the delivery project, which includes:

  • Architect -  Saunders Boston Limited
  • Planning  Consultants - Stride Treglown
