Scrutiny referral form
Referral requests from the public are put to the Chair of the Overview and Scrutiny Committee for their consideration using the following form. Please first consider;
Whilst a complaint is generally regarded as being about something that affects you personally, we recognise that it might be the case that you have a concern that a council service or policy is:
- Unfair to or discriminating against several residents in your community;
- Out of date;
- Not achieving the desired outcome;
- Causing unforeseen, negative impacts that the council might not be aware of; or even
- Unlawful.
The Scrutiny Committee will be more likely to consider your proposal if you can:
- Show that the issue affects a significant number of people in the district;
- Explain what the impact is; and
- Provide evidence supporting your concern.
For scrutiny to consider this matter, it must
- affect a group of people or an identifiable community in East Herts; and
- relate to a service, event or issue in which the council has a significant stake.
However, it cannot be:
- An individual service complaint;
- A planning issue;
- Something that Scrutiny dealt with in last 12 months; or
- An issue that was dealt with by another council committee (except where there is an issue relating to process).
