Planning Policy

The Development Plan

The Development Plan is the starting point for all planning decisions within the District. It includes the East Herts District Plan 2018 and any Supplementary Planning Documents, the Hertfordshire County Council Minerals and Waste Local Plan and Neighbourhood Plans.

Brownfield Land Register

The Town and Country Planning (Brownfield Land Register) Regulations, 2017 places a duty on local authorities to maintain and publish a Brownfield Land Register. The Brownfield Register will provide publicly available information on brownfield land in the District that the Council consider is suitable for residential development.

Self Build Register

The Self-build and Custom Housebuilding Act 2015 places a duty on Local Authorities in England to self-build or custom-build projects in their area. This register will help the Council assess the demand for self-build and custom-build housing plots in East Herts and assist the Council in developing its future housing and planning policies.

Authority Monitoring Report (AMR)

The Authority Monitoring Report (AMR) covers a wide range of issues from housing and employment to the Green Belt and transport. It monitors the implementation of the Council's planning policies in its Local Plan. The AMR also monitors the production of the District Plan against the timetable set out in the Local Development Scheme and sets out the Council's 15 year housing trajectory and 5 year housing land supply calculation.

Local Development Scheme (LDS)

The Local Development Scheme (LDS) sets out the timetable for the preparation of the planning policy documents that East Herts Council will produce to shape the future of the District.

Statement of Community Involvement (SCI)

The Statement of Community Involvement (SCI) sets out how East Herts Council will involve the community in the preparation, alteration and review of planning policy, plans and decisions.
